What makes a forum comment appear and not appear?

I'm able to see this while logged in: https://www.answeroverflow.com/m/1182006382459883617#solution-1183863623500693514 But on incognito/logged out, the solution's not there.
What are the major checklist items for C2C? - InfOE
Just give me a high level detail

It used to invalidate the cache every ~10 minutes but that got removed when we did some modifications it needs to get added back
