Users aren't being anonymised

The attached image shows my settings, had this issue a while ago, turns out it wasn't solved. Community is here.

Just clarifying, by enabling every message will be indexed for enabled channels? If a user has not consented they will be anonymised with on? If a user consents they will no longer be anonymous?
